The first two stats seem elite, acc average, maybe a bit under for a CB1, but that speed just seems way too low to be anywhere near useful.
I just think any analytics tools would have issues. Your tool, for example (and not having a pop), lists my RBs as follows (looking at evaluating current position) :-

Day 63.2 - overweight TE, acc 43 but speed 82 so as yet unknown

Gregg 59.4 - bit under, 3.6 ypc, to be shuffled down roster
Kearney (4.4 ypc) with 71 acc, 80 speed below level to be rated under default min values.
Reed not rated either despite being similar to Day.
Let's break this down step-by-step because I think the tool is getting you RBs correct.
Right now, to qualify, RB need to pass 1 of these sets of criteria:

Now, let's talk about your RBs:
DeLeon 70.2 - Got speed and average AC. What carries him is his Ball Carry, Avoid Fumble, and Break Tackle. He's a handoff RB only. No route running ability (so now outside pitches or swing pass threat). 70 is appropriate for a one-dimensional RB.
Day 63.2 - OK speed (82) means that he's barely across the 78 threshold. Remember that between 78-86 players are roughly the same speed, so 82 is average. Below average AC (43) with average ball carry and break tackle. Only reason he's a 63 is because he's got good Avoid Fumble. He's a decent RB 3 or 4.
***** 60.2 - Again barely across the 78 speed threshold. Decent acceleration. Above average Ball Carry. Sub-60 Avoid Fumble. Average route and other skills. Nothing special, but a good bottom of the depth chart type guy.
Gregg 59.4 - Fourth tier speed. (Remember 68-78 is roughly the same speed range.) Ball Carry and Avoid Fumble are adequate. Overall not a great RB.
Kearney N/A - His Speed his third tier at 80, but the reason he doesn't get evaluated is because his Avoid Fumble is < 50. If you look at the criteria, I have if a player has sub-86 speed, then they have to meet other thresholds. In this case, 39 Avoid Fumble is a serious liability for a back getting more than 1-5 carries a game. And his overall package isn't good enough to get past that.
Reed N/A - He's borderline to being rated. The reason he isn't is he has 76 speed and barely misses the 78 cut off. He's got bad acceleration even though his Ball Carry, Break Tackle, and Avoid Fumble are good. I'm fine with the tool keeping him out even though he isn't the worst player. And as your kick holder, he's not the worst RB5.

For full disclosure, RBs are also hard to rate. My top 3 look like this:
Cosey - 81.6
Myles - 78.5
Downey 75.7
Song 60.5
I play Myles as my RB1 because he's the home run threat, but I could easily play Cosey as the RB1 and sub Myles into the spread formations.
