Everything needs to be in sync for an offense to work. I have had some of my teams for several seasons and what I have found is even QB with excellent ratings can't do it alone. In MFN 48, I actually let my 100 accuracy QB go to free agency cuz he sucked. The alternatives were worse so I brought him back while also upgrading my WR corp and getting RB depth. Now he performs like a top notch QB.
Sometimes it's playcalling. In Cust-79, my accurate QB started a season throwing too many INT, way more than the year before. I dug through the game logs and found they all came on 2 formations which I quit using at that point. The INT problem went away.
Sometimes it's the difference between a good OL and a bad OL. In MFN 85, I have had QB problems from day 1. The franchise QB I drafted lost a ton of accuracy the first TC and once the new game engine started, Whatley was useless. I traded for 2 others, 1 was accurate but slow and with my turnstile pass blocking, many turnovers and sacks ensued. Enter QB #3, ugly ratings but Gustoon said he'd do well in my system and he did that year. Made it to the Conference Championship.
Different story this season in 85, as I lost my #1 WR in week 2, and the rest of them didn't play well. The QB play picked up some after I traded for another #1 WR, but offense was my team's problem despite 2 very good RB and my killer defense got worn out. Looking forward to the upcoming season there, as I have 2 #1 WR healthy, still have both RB and an open QB competition as I have 2 young guns with the attributes to take Cate's job possibly.
TL/DR: There is no 1 cut and dried rule for good QB play and many factors determine bad play
