when i try to sign a free-agent, I'm told that they won't renegotiate for a bonus less than ....
I'm not renegotiating. I'm trying to sign them from the free agent pool. If this is a new thing, it really ******* sucks.

There are minimums for both base salary and bonuses. These count for re-signing current players on your team as well as new signings from free agency. It has been that way since I joined MFN back in the day.

Rule of Thumb
If you want to keep the player long term:
1. Open the player card and then note down the amount shown when you first open it. This should be the minimum amount of bonus money the player will sign for. 2. Max the years of the contract. 3. Max the bonus percentage. 4. Now adjust down the amount of salary until you get close to the minimum amount the player will sign for. 5. Now manually enter the minimum amount the player will sign for.
If this takes the player's base salary below a minimum start over but set the max bonus percentage to 70, 66, 50 until you can hit a number.
This will keep player salaries for your lifers as low as possible.

Is the FA on your team? I haven't seen this problem.
