What's considered a target on defense?

Is it the closest defender or the assignment given for that play?

I know it not as simple as that but that might have been the intention . Also, it does have something to do with multiple defenders. If two defenders are in the target both will not get a catch allowed stat, but both will get the thrown at stat.
